Most coaches pick formations based on what they see on TV or what worked for another team. But formations can be used as development tools, no matter the age of the players. In my 15+ years of coaching, I've learned that formations are like clothes, eventually, they should fit the player, not the other way around. At a younger age group, players grow out of them quickly and they need more challenges via positional rotation. Early in my career, I forced players into formations because that's what I thought good football looked like. Now I watch my players play and let them show me what they need. The magic happens when you put the right player in the right position at the right time. Your formation should make players look better, not expose their weaknesses. When players feel comfortable in their positions, they play with more confidence and make better decisions. That's when football becomes beautiful.
